You are trying to claim that Obama was the police chief, the school administrator, the county auditor, et al. He wasn't. He spent little time in Chicago, as he was in Washington doing his job. While he was a community organizer, he helped the community remove asbestos from their residences, he helped register thousands of people for community services, for voting, and helped them to understand how to petition their state and local government. BTW - When Obama ran for State Senator in 1006; Obama ran on the " New Party " Ticket which was the Chicago Branch of the Democratic Socialists of America.
Well he worked with Joyce Foundation to give Chicago some of the toughest gun laws in the nation which produced similar murder rates to DC with its strict gun laws. Wait, I heard that some of those projects he abandoned, and it really wasn't him who did all the work. Someone else did the work, he just came in later and CLAIMED he worked on it.
