The ones in Newark, NJ are among the oldest and worst in the country. I was but a child when these were being put up. The idea was to get rid of the alleys to reduce violent crimes. But in the end all it did was move the crimes indoors, where people would then get mugged, robbed and killed in the hallways and elevators.
